PURPOSE:To simplify construction of a structure and to improve safety, by a method wherein a hollow part is divided into upper and lower parts by means of a horizontal partition to form plural chambers, balance is kept by means of buoyancy and a water quantity, and a bottom is brought into contact with a sea bottom ground with an earthing pressure lower than a support force. CONSTITUTION:An underwater foundation structure 1 is manufactured in a dock on a land, and is transported to a water area 15 where the structure is planned to be installed. The underwater structure 1 is sunk by pouring water 17 into a lowermost regulating chamber 7 and an atmospheric air chamber 6 located at an intermediate portion, and is brought into grounding to a sea bottom ground 10. A building 16 is constructed on a top end surface 1a of the structure 1 to form a dwelling building, and when weight is increased, water in the chambers 6 and 7 is drained, and an earthing pressure is kept in a range of a value lower than the support force of the sea bottom ground 10. This completely prevents a fluctuation in floating, enables provision of the same safety as that of a gravity type foundation, and permits building of a structure prevented from earthquake vibration.
