PURPOSE:To make high-precision forecast possible by forecasting a flow quantity according to the river flow forecast expression, which considers the maximum flow rise and the flooding duration, on a basis of the storage function rule. CONSTITUTION:Data input part 1 consisting of card reader 1a or tape reader 1b, operation part 2, control part 3, memory part 4, a unit consisting of data display unit 5a or data printer 5b are used. Time series data of rainfall intensity and flow rise are inputted to data input part 1, and a weight coefficient of the complex index is designated to perform calculation according to algorithm, and the calculation result is outputted from calculation result output part 5. By using a value of 0-1.0 as the weight coefficient of the flooding duration, the maximum flow rise and the flooding duration approximating actual measure values can be obtained.
