CONSTITUTION:Preferably toluene or the like is used as a dispersant and acrylic or methacrylic acid is polymerized in an aqueous solution of polyvinyl alcohol under stirring. At this time, when necessary, a crosslinking agent that has 2 or more polymerizable unsaturated bondages is added and the crosslinking reaction may be effected simultaneously with the copolymerization.
