Heat is supplied to the electrically insulating material 4 from outside the tubular envelope 2 containing it, in a monitored manner and in successive zones along the length of the envelope 2. The envelope temperatures in these various successive zones after heating are compared. The device includes a heating means 7, 8 which can move along the longitudinal direction 11 of the envelope and a thermocouple 12, 13 in contact with the envelope 2.
