Activated ash cement containing Portland cement clinker in a proportion of 40 to 55 parts by weight, characterised in that it also contains gypsum dihydrate or phosphogypsum in a proportion of 1.5 to 5 parts by weight, ash originating from electrical filters of thermal power stations in a proportion of 35 to 55 parts by weight, and sodium-potassium silicate in a proportion of 0.5 to 2.0 parts by weight, monoethylene glycol in a proportion of 0.25 to 1.0 part by weight, sodium carbonate in a proportion of 0.2 to 0.8 part by weight, sodium nitrate in a proportion of 0.2 to 1.0 part by weight and added cement in a proportion of 3.0 to 6.0 parts by weight, which define a chemical additive.
