PURPOSE:To stably keep the pressure of a flash tank, by providing a turbine extraction regulator to make it possible to control turbine extraction quantity simultaneously with the change of a water making quantity setting signal. CONSTITUTION:The detection signal S3 due to a brine recirculation quantity detector 30 and the detection signal S4 due to a turbine extraction quantity detector 31 are respectively set to positive and negative ones to be inputted to a first differential signal proportional amplifier 32. The output signal S5 thereof and the pressure signal S2 due to a flash tank pressure detector 21 are respectively set to positive and negative ones to be inputted to a second differential signal proportional amplifier 33 and the output signal S6 thereof is inputted to a turbine extraction quantity regulator 34 along with the water making quantity setting signal S1 from a fresh water making quantity setting device 14. Therefore, turbine extraction quantity is controlled simultaneously with the change of the water making quantity setting signal S1 and the pressure of a flash tank 5 can be stably controlled.
