An inductive accelerometer (12) is fitted near the top of the building (1), which is anchored to the ground by a foundation (3) with piles. A laser source (8) and beacon (9) are used to measure displacement between the top of the build-ing and the ground. A long acute-angled cable (4) is connected between an anchor point (3) on the side of the building and a winch (5) at ground level.
