ABSTRACT OF THE DISCLOSUREIn a method for detection of moving points ina television image for digital television systemsproviding conditional-replenishment bit-rate compres-sion, the image is split-up into blocks of N x Mpoints, the points of one block being located at theintersections of N lines and M columns of the image.The N x M inter-image differences between values ofluminance and/or of chrominance are converted to N x Mcoefficients by means of an orthogonal transformation.The absolute values of the coefficients obtained arecompared with one or a number of predeterminedreference thresholds in order that the points placed atthe center of a block should be stated as moving whenthe absolute value of at least one coefficient obtainedas a result of this transformation is higher than atleast one predetermined reference threshold. The devicecomprises an array of shift registers for storing theinter-image differences, a matrixing element forcalculating the coefficients and a decision element.
