An apparatus of the invention includes an AC power source (10-12) for providing AC electric power, a thyristor converter (19), being formed of self-extinctive switching elements, for converting the AC electric power to a DC excitation current (Ig, If), a coil (17) for storing magnetic energy corresponding to the excitation current (Ig, If), and a bypass circuit (15-16) coupled in parallel to the coil (17). The above apparatus uses a method having the steps of: (a) circulating the excitation current (If) between the thyristor converter (19) and the coil (17) when the excitation current (If) reaches a reference value (Iref), and (b) commutating the circulated excitation current (Ig) from the thyristor converter (19) to the bypass circuit (15-16) after a given elapsed period of time (T) from when the excitation current (If) reaches the reference value (Iref), so that the coil (17) generates a high voltage (Efmax) or induces a large current (Ip) corresponding to the magnitude of the stored magnetic energy.
