PURPOSE:To obtain a signal proportional to a speed change ratio by using the number of pulses of an output shaft and to control a control system with the total quantity of inertia converted to data on an input shaft by determining the reference angle of rotation of the input shaft in the form of the number of pulses, and providing a range while using the number of pulses as one clock. CONSTITUTION:Electric motors 1-4 are connected mechanically to the input and output shafts of a body 5 to be tested which is arranged on a testing instrument for an automobile transmission through torque detectors 6-9 respectively. Further, pulse generators 13...43 connected to the electric motors 1-4 detect speeds and output pulse signals. Pulses corresponding to the rotating speeds of the input and output shafts are inputted to a (rotating speed control) ASR gain arithmetic circuit 51. The best gain computed by this circuit 51 is inputted to an ASR gain switching circuit 52 to switch speed change retios of the body 52 to be tested which accelerates the output shaft. Then, a speed control circuit ASR12 is controlled by using the total quantity of inertia converted to the input side.
