PURPOSE:To enhance integrated efficiency of power generation, by combining the switching operation to inner and outer conduit ports with the lifting operation of a partition alternately repeating the operations and performing a downflow of storage water thus continuously rotating a water turbine. CONSTITUTION:Switching a selector valve 2d to the side of an inner conduit port 2c, opening an outflow water valve 2a and supplying water into a floating and sinking water tank 5, a power generating water turbine 3 is rotated. If a water surface reaches the level of a hydraulic pressing plate 6, the selector valve 2d is switched to the side of an outer conduit port 2b by closing an opening and closing valve 6b. Then the level of water in an outer water tank 4 rises floating the rise and fall water tank 5, and water, which rises in an inner conduit pipe 8 being fed to an upper water tank 1, is recirculated. Accordingly, integrated efficiency of power generation improves enhancing by enabling a pumping operation to the upper water tank 1 to be performed simultaneously with the power generating operation.
