PURPOSE:The titled pharmaceutical, capable of being absorbed from the mucous membrane well, and prepared by placing a drug layer containing particularly a drug which will not be absorbed orally in a coating layer adhering to the mucous membrane unevenly. CONSTITUTION:A pharmaceutical adhering to the oral or nasal mucous membrane prepared by placing a drug layer consisting of an ointment base containing a drug, particularly insulin which can be administered only by the injection at present and a surfactant unevenly in a coating layer adhering to the mucous membrane, and consisting of a cellulose ether and/or an acrylic acid polymer or a salt thereof, e.g. hydroxypropyl cellulose and carbopol in a 1:2 mixture base. The pharmaceutical adhered to the oral or nasal mucous membrane permits the efficient absorption of insulin from the mucous membrane with a high absorption efficiency for a long time without using injection giving pain to a patient.
