PURPOSE:To force condensed water flow control to make follow-up control with the same responsiveness as that in extracted steam flow control by providing an inside non-interference operational unit in a operational variable calculation routine. CONSTITUTION:An optimum operational point (extracted steam quantity condensed water quantity) is calculated, in the turbine load distributing calculation 1, from various characteristics, regulating conditions and evaluation function of a boiler, a turbine, etc. The deviation from the present operational point is obtained in a control deviation calculation 2 and flow operational variable is calculated by means of PID operation 3, and inside non-interface operation 4, and it is converted to pulse operational variable in a pulse operational variable calculation 5. Thereby, the non-interference flow control of the turbine can be carried out.
