BAND COMPRESSING ENCODER FOR STILL PICTURE

PURPOSE:To increase the resolution of a still image by adding a mixing ratio changing means to an encoder so as to form a band compressing signal only with still picture data while a high grade still image is coded. CONSTITUTION:When the high grade still picture video signal of six field units is inputted to an encoder, an action vector detecting means 6 does not form vector detecting data since a screen is not wholly operated, and an action detecting means 7 continues to derive the large action detecting data since the image is changed over. For the action detecting data, an input to a mixing means 5 is stopped by a mixing ratio changing means 11. As the result, the mixing means 5, in which the action detecting data are not inputted, selects and derives the still picture data only. Even for the still picture data, since a still picture processing means 3 builds in a noise filter, the characteristic for two fields immediately after the changing-over of the image is damaged and four remaining fields are converted to a normal band compressing signal.
