A catalyst for low-temperature combustion comprising a fine-pore inorganic fiber laminate carrying thereon a specific amount of rhodium, a process for preparing a catalyst for low-temperature combustion, which process comprises bringing a rhodium compound solution into contact with a fine-pore inorganic fiber laminate by circulating the solution, and drying the laminate in air, and a low-temperature catalytic combustion burner equipped with such a catalyst.
