A buoyant structure comprises an anchored stator SRC surrounded by a rotatable ring of buoyant wings (SSW, SHW WW, DSW,DBW, BFW and BW, Fig. 2). Water flow acting upon the wings causes the ring to rotate thereby generating power. The structure is stated to function as a city and is serviced by floating roads NFR, SFR. Each road FR (Figure 1) is provided with breakwaters and wave power generators 13. The roads and structure can be used to span a stretch of water. Various functional details are disclosed. IMAGE
