PURPOSE: To clime up or down stairs with sitting on a wheelchair even when no power supply or service interruption by providing a guide part, a lifting-up means, a hand-rowing oar, a manual clutch, first and second running gears, and a recalling means. CONSTITUTION: In climbing up stairs, an ascent/descent changeover switch 5 closes a clutch to reciprocate an oar 4 by hand rowing. Thus, a first running gear rotates in the climbing-up direction through a ratchet, and therefore, an elevator body 1 is guided to a guide part 2 and climbs up stairs only by muscular energy. In climbing down stairs, the changeover switch 5 releases the clutch to make condition of the first running gear free, and the elevator body 1 climbs down by its own weight at a constant speed with being decelerated due the transmission of the rotation of the second running gear to a centrifugal brake. When a user recalls the elevator body 1 from an upper floor or a lower floor, pulls a calling-down lever 8 or a calling-up lever 9 to drive a remote operation lever, releases the clutch, and makes it climb down by its own weight or pulls it up manually with a lifting-up means.
