PURPOSE:To enable automatic quantitative injection of chemicals to a cooling tower, a supply water, and sewage plant, to enable execution of operation using neither battery nor commercial power source, and to improve economical efficiency, by a method wherein a seesaw principle is utilized, and a pump is run by means of inflow water serving as a power source. CONSTITUTION:A tray 2 situated on the one end side of a cylinder 3 of a seesaw parts supported slidably around a fulcrum 6 is situated in a position below a circulating water cooling plate 13 in a cooling tower 1, and receives cooling water dripping from the circulating water cooling plate 13. A weight 11 is mounted to the other end of the cylinder 3, and energizes by cylinder so that the cylinder 3 is always brought into a leftward ascending state. Water received by the tray 2 flows through a pore 5 to the cylinder 3, and expansion and contraction of a cylinder 7 mounted to the lower part of the cylinder 3 is caused through repetition of the leftwared descending inclination of the cylinder 3 when water in a quantity exceeding a given value is stored in the cylinder 3 and a rightward ascending inclination after water in the cylinder 3 flows out through a fine tube 10 during the leftward ascending slope.
