PURPOSE:To measure combustion characteristics of various gases different in components at a high accuracy, by computing combustion gases from a function indicating a gas combustion characteristic determined from a refractive index of a material gas and a refractive index of the fuel gas. CONSTITUTION:In a gas refractive index measuring device 10 of a material gas measuring system I, a material gas flows into a cell 11 while a reference gas does into a cell 12 and interference of light incident from a light source 14 is detected with a photoelectric detector 16 to measure a refractive index. On the other hand, in a second measuring system II, a material gas flows into a cell 21 while a fuel gas of the material gas and air mixed into a cell 22 to detect a refractive index difference DELTAN. The refractive index N detected with the detector 16 is inputted into a material gas heating value computing circuit 30 to determine a function expressing a relationship between the refractive index N and the heating value. On the other hand, a circuit 31 computes a heating value difference from the refractive index difference DELTAN and a fuel gas heating value computing circuit 32 computes the heating value of the fuel gas.
