PURPOSE:To evade picture disturbance at the time of fast forward and rewinding reproduction modes by specifying the relation between the rotating phase of a disk and the phase of video synchronizing signals to be recorded and causing the vertical and horizontal synchronizing signals of composite video signals recorded in each recording trace to line up in the radial direction of the disk. CONSTITUTION:In a recording and reproducing system in which a tracking control signal is obtained by detecting a change in electrostatic capacity value, tracking collation signals fp1 and fp2 and a reference disk rotating phase signal fp3 previously recorded on a disk are detected as changes in electrostatic capacity value by using the electrode E of a recording and reproducing element RP. Then the phase signal fp3 is extracted by a BPF 3 and detected by a detection circuit DET and the output signal of the circuit DET is compared at a voltage comparator VCOMP. The comparing signal of the comparator VCOMP is supplied to a disk servo circuit MDC and the revolving speed of a drive motor Md is changed. Thus a reference rotating phase set in the vicinity of the switching positions of the signals fp1 and fp2 and the rising point of time of the vertical synchronizing signals to be recorded or reproduced are made to correspond to each other.
