PURPOSE:To obtain a confidence degree of agreement for conditions by providing the judging area of a value with a reference value as a reference and executing the conditions judgement. CONSTITUTION:An operator storing part 15 and a reference value storing part 16 store the operator and reference value set by an operator respectively. A judgement area storing part 17 stores the judging area set by the operator. A conditions judgement expression preparing part 18 prepares a condition judging expression based on the reference value in the operator in the operator storing part 15 and the reference value in the reference value storing part 16. Further, an arithmetic part 19 executes the operation based on the condition judging expression prepared by the condition judging expression preparing part 18 and the judging area of the judging area storing part 17 and operates the degree of confidence of agreement with the conditions judging expression related to an object process signal.
