PURPOSE:To realize a system in accordance with the request of a user by applying the experience of the user for control of the system against the exclusive use of the system. CONSTITUTION:An inference means 2 receives the output of a system 4 consisting of a system equipment and a controller as well as an instruction given from outside 3 and outputs the result of inference to the system 4. Furthermore the means 2 delivers the result of inference to a knowledge base 1 by an instruction and selects the rules according to the processing contents to perform the inference processing. The input received from a plant and the data base in the base 1 are used for the answer to the inference. When a rule using a simulator 6 in the base 1 is selected, the means 2 actuates the simulator 6 to use the result of simulation to the inference and to deliver this result to the system 4. The base 1 can be produced based on the experience of a user, the knowhow, etc., and therefore applied suitably to the exclusive use. Thus the user can easily form a rule base in the system 4.
