PURPOSE: To enable covering operation to be carried out adaptably on an operation site by disposing tightening belts and a tightening ring on the outer surface of a sheet-like sheath material body provided with an opening-closing fastener on its two ends. CONSTITUTION: Tightening belts 32, 39 and a tightening ring 31 for latching the tightening belts are attached to the outer surface of a sheet-like sheath material body 2 made of a waterproof material. Further, a fastener 3 for opening and closing operation is attached to both ends of the sheath material body 2. A heat insulating covering mat for a desired area is formed by folding the side end portion of the sheath material body 2 in accordance with the portion of the piping to be subjected to heat insulating operation. The heat insulating covering mat that covers the predetermined portion of the piping is engaged with the fastener, locked by the tightening belts and pressed by the tightening ring from outside.
