CONSTITUTION:Before a steel strip 1 bites with pinch rolls 5, 6, polishers 8, 9 are brought into contact with the pinch rolls 5, 6 and waited in a polishing state. Then, when the tip 1a of the steel strip bites with the pinch rolls 5, 6, the foreign matters seizing on the pinch rolls 5, 6 are removed by the polishers 8, 9. At this time, since the pinch rolls 5, 6 rotate at a higher speed than the passing plate of steel strip, the steel strip can be wound regularly even if the peripheral speed of the pinch roll is reduced because it is polished by the polishers 8, 9. The polishers 8, 9 are separated form the pinch rolls 5, 6 and stop polishing just when the front end 1a of the steel strip arrives at a mandrel 7. In addition, in order to polish the pinch rolls when the steel strip is being wound the upper pinch roll 5 is elevated and polished after the front end of the steel strip has been wound by the winder.
