PURPOSE:To continuously treat an aqueous solution without generating clogging, by entangling a filter membrane layer consisting of a fibrous synthetic filter aid and a fine granular anion exchange resin onto the filter membrane layer of a fine granular cation and an anion exchange resin to carry out the treatment of the aqueous solution stably for a long period of time. CONSTITUTION:A fine granular action C and an anion exchange resins A with a particle size of 2-250mum are mixed in water and a filter support is precoated with the resins by using the water employed in mixing said resins. Subsequently, a mixture obtained by entangling a fine elongated fibrous synthetic filtering aid D with a thickness of 2-20mum and a length two times or more of the thickness and a fine granular anion exchange resin A in water is precoated on the precoated filter membrane layer to form a double filter membrane layer. Upon completion of said filter membrane layer as described above, the layer is made uniform and cracks are not generated and, therefore, the treatment of an aqueous solution is carried out stably for a long period of time to obtain water treated to an extremely high purity.
