PURPOSE:To stably maintain the water level in a steam drum so as to stabilize the operation of a converter by supplying the cooling water of the volume corresponding to amt. of the steam to be generated from the quantity of the sensible heat of an exhaust gas per unit time to the steam drum during the previously determined refining period at the time of supplying water from the steam drum to the exhaust gas pipe of the converter to cool the exhaust gas. CONSTITUTION:The water in the steam drum 1 is supplied by a circulation pump 5 to reheat exchangers 7, 8 of the exhaust gas pipe 12 to cool the exhaust gas at the time of executing steel making and refining with the batch type operation by the converter 6. This cooling water is evaporated to the steam which is once returned to the steam drum 1 and is recovered as high-temp. steam by a recovering pipe 10. The sensible heat of the exhaust gas is determined from the contents such as CO, CO2, and H2O in the exhaust gas per unit time and the amt. of the steam to be generated per unit hour is determined, by which the volume of the cooling water to be replenished into the drum 1 is determined without using a water level gage. The cooling water level in the steam drum is thus maintained always at the specified value during the blowing operation by the converter and the furnace condition in the batch operation such as converter operation is stabilized.
