The device has thread locking and tensioning systems, together with a retaining system for an external cannular. The thread locking system includes an eccentric roller (13) operated by a lever (11) to trap the thread between a blade (10) and a stop (9). A spring (19) and piston (18) in conjunction with a shaft (17) maintain the thread under tension. A retaining member (15) of the tensioning system is releasable by contact with a lug (12) on the under side of the thread locking lever.
