PURPOSE:To enable the exact location of a faulty section even when a lag exists in an information transmission time from monitoring apparatuses, by receiving radio broadcasting and by correcting a time count operation of a time count device on the basis of a time information contained therein. Based on the given time information, the circuit 22 corrects (resets counter outputs indicating a minute and a second) its time count operation and a time information (a time information generated by counting 12 a clock signal from an oscillator 13 and responding to an output of a counter 12). In this way, it is possible to make exact the time information generated by the circuit 22 and to make synchronous the time informations led out by monitoring apparatues LS.
