PURPOSE:To make improvements in startability at time of low temperature by installing a delay means, delaying operation of a starter unit by power making more than that of a governor by an electric motor, between a starting switch and the starter unit. CONSTITUTION:A delay means 21 is installed interposingly between an engine key 12 and a relay 13. Accordingly, with this engine key 12 closed, a control unit 8 outputs a starting drive signal to a stepping motor 5, and a lever 2 of a governor 1 is turned round up to a startable rotational position of a prime mover by the motor 5. Afterward, a starter unit 10 is operated by large current supply out of a battery 11 via the relay 13 after the elapse of the specified time by the delay means 21. Consequently, for a while till the specified delay time elaspes, there is produced no voltage drop at the side of the control unit 8, and the lower 2 of the governor 1 being energized to the side of a stopper 3 by a spring is rotated in a B direction with sufficient torque by the motor 5. Thus, startability at time of low temperature and so on is surely improvable.
