PURPOSE: To inhibit and extinguish a hardly extinguishing pertroleum fire and to form a blanket consisting of a stable and continuative foam by incorporating a new oligomer having the end of a perfluoroalkyl group induced by a radical polymerization selected from a perfluoroalkyl mercaptan and a hydrophilic and/or hydrophobic monomers. CONSTITUTION: Oligomer (1-20wt.%) as shown in the formula is incorporated. In the formula, (R1) is a perfluoroalkyl group having 4-8 pieces of carbon atom, a perfluoroalkyl oxyalkylene group having 5-19 pieces of carbon atom or its mixture group, (E) is an alkylene group having 1-12 pieces of carbon atom, [M1] shows the unit of a hydrophilic monomer induced from a hydrophilic vinyl monomer, [M2] shows the unit of a hydrophobic monomer induced from a hydrophobic vinyl monomer, the sum of (x) and (y) is between 4-approximately 500, (x/x+y) is between 1-0.5, (x) is an integral number from 4 to approximately 500, and (y) is an integral number from 0 or up to 250, optical shield material against radial beam for protecting eyes from a plurality of a laser beam.
