PURPOSE:To simplify a data distribution mechanism for selecting a rotary speed in a rotary unit by measuring or detecting a displacement amount or a phase error from the reference phase of a phase signal with a software serving as the main unit. CONSTITUTION:A phase difference measuring block 100, which outputs a measured data corresponding to a phase difference between a rotary phase signal of a cylinder and its reference phase signal as the count value of a clock pulse supplied from a divider 10, is constituted of a cylinder phase system counter 11, latch 15 and a zero detector 39. A phase error calculating block 200, which calculates a phase error by subtracting from an output data of the block 100 a half value data of the reference data supplied from a common memory 38, is constituted of a shifter 40, complementer 41 and an adder 42. And a speed error detecting block 300, which calculates an error of the repeat period of a rotary speed signal of the cylinder from the reference value based on the reference data supplied from the common memory 38 and the clock pulse supplied from the divider 10, is constituted of a controller 6, cylinder speed system counter 12, latch 18 and a decimal multiplier 43.
