PURPOSE: To prevent stress of acceleration transmitted to respective members of a gear mechanism by arranging a receiving distributing means driven by a main shaft, rotatably connecting a central fixing means for fixing a central diameter of a coil of a bar to the main shaft, and arranging a preventive means for preventing radial directional motion of the central fixing means to this main shaft. CONSTITUTION: A receiving distributing means (a spinner pipe) 30 is driven by a main shaft 10 connected to a driving means, and a bar to be wound by this distributing means 30 is distributed in the radial direction from the lateral direction. A central fixing means (a drum) 25 for fixing a central diameter of a coil 40 of this bar is rotatably connected to this main shaft 10. A preventive means for preventing radial directional motion of the central fixing means 25 to this main shaft 10 is formed as a clutch 21 in an enabling means for enabling the radial directional motion of the central fixing means 25 to the main shaft 10 when necessary. This receiving distributing means, the central fixing means, the preventive means and the enabling means are driven by a planetary gear type driving mechanism.
