PURPOSE: To eliminate the need for manual measurement by a worker by arranging a diameter measuring device between a driven roller pre-conveyor located on the entrance side of a scalar and a plant milling cutter and a subsidiary diameter measuring device at the exit side. CONSTITUTION: A bar material 24 is fed from a front guide 5 to a plant milling cutter 26 via supply rollers 32, 33 and a feeder 2 to be scaled only at the pin portion 28 at the end thereof by a cutter 15. Then, it is reversely fed once and cleaned by a cleaner 4, so that the diameter of the pin portion 28 can be measured by a diameter measuring device 3, and a controller 25 adjusts the position of a cutter 15 by a difference between a target value and an actual value in accordance with its signal. The bar material 24 is fed to a forward direction again, scaled by the plant milling cutter 26 and passed through a rear guide 10, so that the diameter can be measured by a diameter measuring device 11, and the controller 25 continuously corrects the position of the cutter 15 in accordance with its diameter value. In this way, the need for manual measurement by a worker is completely eliminated to allow automatic operation.
