PURPOSE:To improve safety through the decrease of vibration of a building and to limit deformation of a building by a method wherein a wall plate is joined internally of a frame, formed with a column and a beam, through an energy absorbing member and a shearing force transmission part. CONSTITUTION:The upper or the lower side of four outer peripheral sides of a wall plate C mounted internally of a frame formed with columns A and A and beams B and B is secured to the frame. An energy absorbing member, e.g. dampers 10, 10, is mounted to the other of the upper and lower sides, shearing force transmission members 5 and 5 are mounted to sides, and the wall plate C is joined with the wall plate C through the two members. Through deformation of the energy absorbing member occasioned by deformation in a horizontal direction between the wall plate C and the beams B, B, vibration energy is absorbed. A shearing force is transmitted through the shearing force transmission members 5 and 5 between the columns A, A and the wall plate C, and transmission of a force between the frame and the wall plate C is properly distributed.
