PURPOSE:To avoid a thermal overload state of an internal-combustion engine by providing a control means decelerated by a governor under specific conditions of a suction pressure or a discharge pressure and a discharge temperature. CONSTITUTION:A DC generator 2 is driven by an internal-combustion engine 1, a storage battery 4 is charged, and a DC motor 5 is electrically energized. A relay coil 27 is energized when a suction pressure is lower than a predetermined value or a discharge pressure is higher than a predetermined value and a discharge temperature is higher than a predetermined value. When a relay switch 28 is made conductive, the fuel fed to the internal-combustion engine 1 by a low-speed control unit 8a, a governor motor 7, and a governor 6 is reduced and the output is reduced. Accordingly, the thermal overload state of the internal-combustion engine 1 can be avoided.
