PURPOSE: To allow the user to use a chip card by introducing a decoding key based on the confirmation of qualification and enabling other access operation when the qualification is not confirmed. Furthermore, a chip card 88 is provided with an interface element 86 that allows the chip card 88 to be introduced to a decoding key substation to receive the qualification information therefrom. When the qualification is not confirmed, other access operation is enabled. Thus, the user is allowed to use the chip card.
