PURPOSE:To reduce the wear by a simple structure by connecting the clutch while nearly synchronizing the rotational numbers of input and output shafts in a motor wherein the rotational number of the input shaft can follow up the information of instruction. CONSTITUTION:The connection and release of the input and output shafts Si and SO of the clutch C of an engine E having a governor G for which follow-up control is possible are conducted by a clutch-operating device A. When an instruction 8 for connection is delivered under the condition that the input and output shafts Si and So of the clutch C are not yet connected, an information from the rotating meter TG2 of the output shaft operates the switch 21 of a synchronous controller 2 and then is replaced by an information 7 for instructing the rotational number of the engine at an instruction switching apparatus 1, and this information is delivered to the governor G, synchronizing the rotational number of the input shaft Si with the output shaft So. And, when it is detected by a synchronous detector 4 that the outputs of the rotating meters TG1 and TG2 of the output shaft enter the range of synchronization, the instruction 8 for operating the clutch is transmitted to the clutch-operating device A through the intermediary of an operation instructing apparatus 5, whrereby clutch boards Cf1 and Cf2 are connected.
