PURPOSE:To remove inorganic and org. material in a waste liquid having high COD and high BOD value by adjusting the pH of the waste liquid to 5-0, electrolyzing by conducting a DC while changing the positive and negative polarity alternately, then charging generated oxidative material, etc., into the waste liquid after pulverizing the oxidative material, etc. CONSTITUTION:Industrial waste liquid having high COD and high BOD value and adjusted to 5-9pH is treated electrochemically by conducting DC changing the polarity alternately from positive to negative, vicecversa, thus deposition of alkaline earth metals and/or heavy metals to electrode plates is prevented. Oxidative and/or reducing materials generated by the electrolysis are allowed to react by charging crushed or cut metallic material into said waste liquid, to precipitate thus scarcely soluble heavy metal compd. By this treatment, COD and BOD components having high values are removed securely.
