PURPOSE:To effectively utilize an output of a generator, by forming an engine generator of a retarder and an engine, and driving other devices by the engine generator during stop of an automobile. CONSTITUTION:There is arranged a fly wheel in a fly wheel housing 3 to form a rotor of a retarder. In case of running down on a long slope for example, the retarder acts to provide a brake force to an engine 2 or a vehicle thereby to be utilized as a brake device. Further, in the case that a clutch is selected to a disengaged condition during stop of the vehicle, and the retarder is driven by the engine 2, an engine generator may be formed by the engine and the retarder thereby to drive other devices such as a water pump 16 through a motor 15.
