PURPOSE:To utilize water, which is held in a water storing bag at the time of emergency by welding the front surface and the back surface of the inner space of the water storing bag in a doughnut state, placing an insulating layer between the water storing bag and the outer shell, and supporting the both ends of a stretch material, which goes through a penetrating hole at the welded part, with the front surface and the back surface of the outer shell. CONSTITUTION:A flow in port 2 and a flow out port 3 are arranged on a container 1; when a water supply tap 4 is opened, city water flows in a route of the water supply tap 4, to a check valve 5, to the flow in port 2, to a space in the container 1, to the flow out port 3, to a normal time faucet 6. An earthquake detector 7 detects earthquake, and closes a watercourse between the flow out port 3 and the normal time faucet 6. A front surface 12 and a back surface 13 of a water storing bag 11, which is made of a soft plastic, are welded at an area 14 so that the shape of the inner space becomes a shape of doughnut. At the welded area, a penetrating hole 16, in which a stretch material 15 to prevent the water storing bag from generating a large deformation is made to go through, is arranged. The both ends of the stretch material 15 are supported with the a front surface 12' and a back surface 13' of an outer shell 10, through intermediate materials 17, 18, which are made of pipe. An insulating layer 19 prevents generation of dewing on the container 1 due to cooling of the outer shell 10 by city water, which flows in the water storing bag 11.
