PURPOSE:To safely produce high-quality hydrogen with high energy efficiency by setting plural electrode plates capable of being appropriately changed over to an anode and a cathode, and impressing a DC pulse voltage for generating hydrogen from the cathode part and activating the anode part. CONSTITUTION:The electrode plates 6 and 7 are set in the electrolyte 8 (brine) in the electrolytic cell 5, switches 17a and 17b are turned on, and switches 18a and 18b are turned off to use one of the electrode plates 6 and 7 as the anode and the other as the cathode. The switches are conversely turned on and off to change the polarities of the electrode plates 6 and 7. A current is applied to a current regulating circuit 1 from an AC power source, converted into a DC pulse current, and supplied to the electrode plates 6 and 7 through terminals 15 and 16. As a result, the electrode plates 6 and 7 act as an anode or a cathode, hydrogen is generated from the cathode plate, the anode plate is activated, and the generated hydrogen is stored in a vessel 14 through a pipe 13. By this method, hydrogen is safely produced at a low cost.
