PURPOSE:To simplify a circuit by controlling each chopper with a pulse width generated through generating a constant voltage from the output voltage of a step-up chopper and a constant current from the output current of a step-down chopper and through chopping and combining the output of a serrated-wave oscillator with said constant voltage and constant current. CONSTITUTION:A step-down chopper 3 is formed by chopper parts 3C, 5C and diodes 3D, 5D; a step-up chopper 2 is formed by chopper parts 2C, 4C and diodes 2D, 4D; and a current reversible chopper 1 is connected between a storage battery 8 and an inverter 9. The output voltage of said chopper 1 is detected 13 and compared with a set voltage 22A by a constant voltage controller 21 to generate a constant voltage 21C. A constant current 23C is generated from the input current 12D of said chopper 1 and the constant voltage 21C. A serrated-wave 25A is generated 25 and chopped and combined with the constant current 23C by a pulse generator circuit 24 to generate a pulse 24C. External signals 29B, 29A commanding charge and discharge and said pulse 24C are logically operated 28, 26 to control said chopper parts 2C-5C.
