PURPOSE:To continuously perform measurement on-line at a high speed according to a non-contact system without inserting any thing in a steel pipe by using a circular arc conical mirror. CONSTITUTION:A steel pipe is arranged in a horizontal state and the first circular arc conical mirror 2 having a definite radius of curvature is arranged so that the circular arc center point 0 thereof is positioned on the axial line of the pipe wall 1b. Then, laser cutting beam is applied to the steel pipe to receive the reflected beam from the laser spot on the inner and outer surfaces of the pipe end part 1a within an angular range of + or -omegaN by the mirror 2. Whereupon, the profile of the pipe end part 1a formed into an image on a two-dimensional position detector becomes such a state that all of beam path lengths become the same length at the position of the center point 0 of the mirror 2. Therefore, for example, when the position of the center point 0 is adjusted so as to be present on the x-axis of the x-y axis plane of the two-dimensional position detector, a value omega in an x-axis direction and a value gammain a y-axis direction are respectively outputted to be projected according to the locus of the left-and-right symmetric polar coordinates (gamma, omega) wherein the center point 0 of the mirror 2 is the origin. In an operational processor, calculation is made based on x=gammacosomega and y=gammasinomega.
