PURPOSE: To remove sand, earth, etc., detrimental to the molding process by building an internal jet stream of a fluid passing through a sleeve after mounting of the sleeve on a pipeline. CONSTITUTION: An elastic sleeve 12 is installed around a body part 10, and a pressure forming tool T to give a pressure to the inside of the sleeve 12, an actuator 28, and a mechanism M to connect the actuator 28 to the tool T and expands and contracts the tool T in its slackening position or molding position are connected with the sleeve 12. Thereby an internal jet stream of a fluid passing through the sleeve 12 can be produced after mounting of the sleeve 12 on a pipeline P, so that sand, earth, etc., detrimental to the molding process can be removed.
