On an under floor (1) is placed a netting (4) which supports a heating cable (5), pref. laid out it coil-fashion, and covered by a cement-based covering mass (6), on which an inner floor lining is positioned. The netting for a part of its surface is supported by at least one insulating element (2, 3) of a heat-insulating plastic material fitted between the netting and the under floor (1). The insulating element is formed as longitudinal and transversal fillets with marked projections (3) for support of the netting (4). An aluminium foil (9) or similar is spread over the floor (1) with its blank surface tunred towards the heat-insulating plastics material (2, 3). The insulating element (2, 3) on its surface facing the covering mass (6) has adhesion-improvement plastic dispersal (10) with inlaid sand, and granular size of which is between 0.8 and 1.2 mm.
