An electron beam is accelerated in an electron accumulating ring which consists of a magnet for deflecting an electron beam, a magnet for converging the electron beam, a high-frequency acceleration cavity for accelerating electrons, and a vacuum chamber, by superposing a voltage component that changes with the passage of time, e.g. in the form of a sine wave on the power source of the converging magnet to change the intensity of the converging magnet. Thus, the number of electron vibrations in a betatron can be changed for each passage of electrons through the converging magnet, and the degree of attenuation becomes greater than the degree of instability of the beam, so that the electron beam is prevented from becoming unstable.
