The method is for deciding the inframe or the out-of-frame mode to operate a reframe circuit with improved synchronizing capacity. The method includes steps; (A) holding the normal synchronized state (S0) when the input (Y) is zero and transiting to the semi- alarm state (S1) when the input (Y) is "1"; (B) transiting from the first semiatarm state to the normal state when the second input is "0" and repeating the first step, and transiting to a second semi-alarm state (S2) when the second input (Y) is "1" and repeating the same process to reach the l-1 semi-alarm state; (C) transiting from a l-1 semi-alarm state (S1-1) to the normal synchronized mode when the second input (Y) is "0" and repeating the first step, and transiting to a search state (P0) of asynchronous mode when the second input is "1" and transmitting output value of "1".
