It is composed of a transmitter 12 and a transmission antenna 13 which are held at a height above the water by an inflatable balloon 9 connected to the person in distress in the water by a line 8, the said balloon 9 having an aerodynamic shape allowing it to fly without motion whatever the force of the wind; the balloon 9 is formed by a thin preformed envelope which is leaktight to helium; the tail of the balloon 9 may be provided with a stabilising air sleeve 25.
