CONSTITUTION:A hat-type steel 1 is arranged on the outside of a structure, and a plate-shaped heat insulating material 7 is fitted. A reinforcing resin plate 4 is fitted to the recess of the hat-type steel 1 for actions to prevent cooling, press the plate-shaped heat insulating material 7, and prevent gaps. The width of the reinforcing resin plate 4 is set to the specific size three times or above of the width of the recess, and its length is set to the same as the length of the hat-type steel 1. Outer material fitting tools 10 or furring strips 8 are fitted to the hat-type steel 1 with bolts and nuts 2 to form a vent layer 15, and an outer material 9 is provided on its outer face.
