PURPOSE:To prevent occurrence of a tropical storm preliminarily by stretching a cover to cover a sea surface so as to prevent vaporization of water vapor from the sea surface. CONSTITUTION:A cover 2 of vinyl chloride resin or the like is stretched between floating bodies 1, 1... provided to float on a sea surface 3 for covering the sea surface 3 and preventing vaporization of water vapor. The cover 2 is provided with vent holes 4, and the floating bodies 1... are moored by anchors 3. An ocean current electric generator 6 is provided on a cord body connecting the anchor 3 with the floating body 1, an alarming device 5 such as an alarm lamp or an alarm electric wave generator is provided on the floating body 1, and paint for reflecting solar heat is applied to the cover 2. Occurrence of a tropical storm can thus be prevented preliminarily with a simple constitution.
